Fleet
In 2022, state government reduced fossil fuel use in fleet vehicles and equipment by 11% from the baseline of 2017. However, usage rose slightly compared to 2020 and 2021 levels. There was a decrease in the use of Metro Transit's bus service during the COVID-19 pandemic, but fuel usage rose again as operations return to normal in 2022.
Goal
Reduce fossil fuel use in the state fleet 30% by 2027 compared to a 2017 adjusted baseline.
Accomplishments
In 2022, 24% of the light fleet was hybrid, plug-in hybrid electric (PHEVs), or electric vehicles (EVs). To add more efficient vehicles to the fleet, MnDOT has a goal to have all fleet sedans and small SUVs be zero emission models by 2030.
The 2023 State legislature enacted a purchasing hierarchy that state agencies will use when purchasing fleet vehicles that prioritizes electric vehicles.
Barriers
Heavy and medium fleet vehicles used nearly 80% of state government’s total fleet fossil fuels in 2022. There are few alternative fuel vehicles available for the heavy and medium fleet.
Currently, there are a limited number of EVs available for state agencies to purchase. With the adoption of the Clean Cars Minnesota rule, more EVs should be available starting in 2024.
